SCT Comments on draft Heritage Bill

SCT submits comments on the draft Ancient Monuments and Listed Buildings (Amendment) Bill.

The Scottish Civic Trust has largely welcomed the provisions made within this piece of draft legislation.  Its aim is to largely improve perceived weaknesses in the current statutes, and to harmonize processes with the new planning system.  However, we were disappointed that the opprtunity presented by this to introduce more radical changes, such as a statutory Duty of Care for Public and Quasi-Public bodies was not considered.
